The shortage of suitable workforce continues to be a major problem for Bulgarian employers. The on-going crisis in the labor market may have catastrophic consequences for the development of the country's economy and investment environment. In the created situation, it is extremely important to identify and use all opportunities to promote employment and labor mobility.

The project "Building a sustainable model and partner network to support employment and labour mobility in the cross border area Bulgaria-Romania" aims to promote interaction and cooperation in providing an appropriate work force between the districts of Veliko Tarnovo, Dobrich, Silistra - Bulgaria and the districts of Constanta, Calarasi – Romania. The initiative is funded under the Interreg VA Romania-Bulgaria Program and is implemented through a partnership of three organizations - the Industrial Association - Veliko Tarnovo, the Constanta Chamber of Commerce, Industry, Navigation and Agriculture – CCINA Constanta (Romania) and the Bulgarian Industrial Association.

In order to help the target groups (employers and population of working age on both sides of the border) an information portal to raise awareness on employment opportunities in the cross-border region Bulgaria - Romania will be set up, with a common database for the areas, enterprises, job vacancies, competency catalogs of positions with potential for labor mobility, tools for evaluation and development of the competencies of the workforce.

Several activities will be implemented within the project, including training of HR specialists from enterprises in the cross-border area in order to improve their selection and recruitment skills across the border.

In this regard, the project partners are launching a survey that aims to identify the problems and needs of enterprises in providing workforce and their attitudes to attracting mobile labor resources.
